Canada's Post-Graduate Work Permit is consistently one of the most attractive post-study work options globally — an open work permit with a direct pathway to permanent residence. But 2024 changes introduced new eligibility requirements that not everyone studying in Canada is aware of. If you started your programme after November 2024, your programme's eligibility for PGWP now depends on which institution you attend and what you're studying. This guide gives you the current picture.
The core principle: your PGWP length equals your programme length, up to 3 years maximum. You must apply within 180 days of graduating. Apply before your study permit expires if it's expiring first.
How long is your PGWP?
If you completed two programmes back-to-back at the same institution, you can combine them — for example, a 1-year diploma followed by a 1-year degree = 2-year PGWP.
What changed in 2024
Before November 2024, virtually any programme at any Designated Learning Institution (DLI) qualified for PGWP. IRCC introduced three significant changes:
- DLI preferred list: Students starting programmes after November 1, 2024 must be enrolled at a DLI on a preferred list for PGWP eligibility. Not every Canadian university or college is on this list. Check the IRCC website for the current preferred institutions list.
- Language requirement: New PGWP applicants must demonstrate English or French language proficiency. For most programmes: IELTS 6.0 (or equivalent); for French-language programmes: TEF/TCF equivalent. This requirement applies at the time of application, not at the start of studies.
- Programme restrictions: Some programmes under 8 months and certain distance-learning-heavy programmes no longer qualify. Nursing and select healthcare programmes have specific eligibility changes.
How to apply for PGWP
You apply online through IRCC's portal (ircc.canada.ca). You must apply within 180 days of receiving written confirmation of your programme completion — either your final transcript or an official letter from your institution. You can apply while your study permit is still valid or in your 90-day grace period after expiry.
Documents required: passport, final transcript or graduation letter, study permit, proof of language proficiency (for post-2024 applicants), and the application fee (currently CAD $255). Processing times vary: typically 2–10 weeks, but can be longer. You can legally continue to live in Canada while your application is processing (implied status).
PGWP to permanent residence
The PGWP's main value is the permanent residence pathway it unlocks. After 12 months of skilled work experience in Canada (NOC TEER 0, 1, 2, or 3 classification), you become eligible for the Canadian Experience Class (CEC) stream of Express Entry. CEC draws happen regularly, and the Comprehensive Ranking System (CRS) score required has typically been lower for CEC than for Federal Skilled Worker draws.
